This Amendment clarifies that the federal government does not hold ALL the power. Instead, if powers are not delegated to the federal government by the Constitution, belong to either the States or We the People.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
